102の人道支援機関は、今日、すべてのシリアの人々に対する持続的かつ無条件の人道的アクセスを保証するよう求める声明を発表しました。この声明は、シリアで紛争が始まって5年になることを受けてまとめられました。声明の内容は以下の通りです。
＜シリア紛争5年 人道声明＞
シリアの紛争の当事者たちが、今や6年目に突入したこの恐ろしい紛争終結に向けて対話を再開し、再び平和への希望が、多くの罪なき人々の苦しみが終わることへの希望が、生まれています。
2カ月前、我々人道支援機関は共同で、シリア国内で深刻な状況にあるすべての人々への緊急のアクセス、包囲網の解除、市民の保護を求めました。そして今日、いくつかの心強い進展をみることができます。戦闘行為の停止によって、人道支援機関はより多くの食糧や支援物資を支援を待つコミュニティに運ぶことができました。
しかし、支援のアクセスは、一時的な包囲網の解除や検問所の解放に依ることなく確保されなければならず、もっと多くの物資輸送が実現されなければなりません。人道支援のアクセスとシリアの人々の移動の自由は、無条件に持続されるべきです。そして、そのアクセスは、あらゆる経路を通じて、支援を必要とするすべての人々に届くものでなくてはなりません。
紛争の当事者、及び当事者を資金面で支援する者たちに対し、直ちに以下を保障することを求めます。
人道支援者および医療従事者による、すべてのコミュニティの人々の健康状態の確認、及び、病気やけがをしている人々への制限ない治療
国際人道法に則り、医薬品、手術機器、栄養支援物資などを含むあらゆる人道支援が、緊急に必要としている人々にスムーズに届けられること
シリア全土で展開する子どもたちへの緊急予防接種キャンペーンへの支援
実際に行われる一つひとつの行動が、生死を分けるのです。すべての紛争当事者は、これらの行動に合意することができます。そうすることで、平和にむけてさらに1歩進むことができるのです。シリアのための平和へ。シリアの人々には、平和を手にする資格が間違いなくあるのです。
